One of my folders is a Athlon 1000 with 512 DDR and Win 2000. It seems a little slow at folding.
Is there a way to configure it so it uses all its resources to fold?

By default it will run the cpu at 100% and it will use the RAM that it needs. The only thing you can do is bump up the core priority a little bit to make sure it's running at 100% in case some process is running behind the scenes stealing some CPU cycles. It will be under the advanced tab when you configure the graphical client. If you're using the console client you'll have to run the config again.
Also make sure you turn off your screen saver. If it kicks in it will steal a little bit of cpu time.

If you want to check the settings just use the "-config" extension; thats if you are using the console version.

im confused, i got it running and in the taskbar it says cpu ussage is only 50%
also, is it just me, but why does it seem to take the same amount of time to fold 250000, as it does 20000000?

You probably have a dualcore cpu, you have to run a second instance of FAH (there are a few things you have to do, have a look at the Folding at home FAQ page, it's all explained very well over there).
Second, the project steps aren't all equal. They mostly depend on the core you are using. Not every project uses the same core (have a look at the FAH directory, you'll probably see a few different cores there (like fah78core.exe or something like that)). So a 20000000 step project on Core A might take as long as a 5000 one on Core B.

He's running an older Athlon 1000 so he doesn't have dual cores to run another instance of FAH.
Don't worry about the amount of time it takes to do different projects, they are all of differing complexity. Some have many steps but are simpler to process so they may go faster.
When you bring up your task manager what is using your cpu resources?

off-topic: the above remark wasn't aimed at you XJnine ;) It was rather aimed at werty, who's post sounded a bit arrogant into my ears while he was in fact wrong.

 I need to pay attention more too. How am I suppose to know what CPU he is running if he doesn't mention it?
