If you were going to build a completely new machine, and had £1000 on the budget, what would you get?

CPU: Core 2 Duo
MainBoard: 965P Chipset (P5B or A Gigabyte board probably)
RAM: DDR2-800 2xgb (Corsair and Crucial both have good cheap kits out right now I'd give preferential treatment to)
Graphics: ~$200 price range card or lower, to then wait for a 2nd gen revised/mid-range DX10 cards to appear around the 2nd half of next year.
HDD: Seagate drives for some kind of RAID
Case: Depends on gaming or office or multimedia use
PSU: NeoHE 550watt or GamerXStream 700watt, both are very very cheap now. Both have very high efficiency ratings (And techncially the NeoHE 550watt is really the exact same as the Corsair 620watt, so it has plenty of power)
Those would be the general components, the exact ones depend on if you need a general powerhouse of a machine, a work machine, or something to game with. :)

For current gen hardware I would get the following:
CPU - Core2Duo E6300 or E6400
Mobo - Asus P5B Deluxe or a 680-SLi board
RAM - Corsiar DDR2-800 2Gb kit
GPU - 7900GTO or wait for both the G80 or R600 to see who wins that round ;)
Case - Antec Nine Hundred or CM Stacker
HD - 500GB Segate
PSU - Corsair HX620W or OCZ EvoStream 600W
Display - 19" or larger widescreen LCD.

I would wait for DX10 and DDR3 memory. My socket 939 is plenty fast for now..
