PC Seems to have lackluster performance

Here are my specs

AMD Athlon 64 3200+
1GB PC3200 Ram
ATI X1600XT 256MB Video card
MSI Neo 2 Platinum Nforce3 250GB Mobo
Seagate Barracuda HDD (80GB)
WD Caviar 40GB HDD (Slave)
Old Soundblaster Live 5.1 Digital Soundcard
Although I don't think it really matters, PSU - Thermaltake TR2 430W Power Supply.

On any map, at any given point my fps can sometimes drop to below 30FPS.... which anyone who does first-person shooters knows that is horrid for aiming.

I don't expect 200 fps but I at least thought my pc could hold a consistant 100fps in counter-strike source. Could there be anything slowing me down... I know my video card is not the greatest but it should be more than enough to plow through CS:Source

So, what do u wanna do ? Upgrade ur GPU maybe ? R u using the latest display driver 4 ur ATI GPU ?

I just want it to run like it should I guess, I mean I've heard people with a lesser cpu and same gpu get better fps in CS:S. I can't get a solid 60 out of it with everything turned down...

I would go and download and run Spybot Search and Destroy.

The download and run Lavasofts AD-AWARE

These 2 should kill most spyware running on your machine. Sounds like that is what is slowing you down.

On CSS theres alot of things that would drop your FPS that low. I got an average of about 50fps (with the stress test) with my old AthlonXP machine which is the oldest i can compare to that. One thing i can say is if you take HDR off you will get a good increase in performance and the lame shinyness to everything is takin away. Then again, what exactly is your question? lols

Its this, should it be running this slow... and is there anything that could be done besides upgrading to speed it up, even with every setting on low it runs 30-40fps.

Also my computer is clean, I'm pretty advanced at computers... I just don't understand why it runs like crap in games...
