Try lowering the volume from speakers & increasing the volume from Windows. Also check the speaker wire connections(if any loose cable/connector) & if there is any electrical equipment near the boxes try to place that in other places.Placing the speakers too near to an power outlet also causes this problem.
EDIT :- Also mute the Microphone & the Line-in from windows Volume Control.

Just turn your speakers off and I bet the noise goes away :icon_tiphat:

Could it be RF interference? Any neighbors with HAM or CB radios?

Sometimes RFID frequencies may cause this problem but their ranges are not that much.I think it has to be in your PC.Gibson did u try those which i was saying b4 ?

if you are using the X-FI, it maybe normal as the Xfi seem to have these POP and Crack sound and there's no real fix I think.

Well if it's doing it when his PC is off, which to me sounds like an internal connector in his speakers or possibly if your speakers have a separate power cord then the power cord may be dodgy, 'cause ive had those problems before with speakers. I dont see how it would be his sound card or windows volume affecting it when it is off, but i could be wrong

It happens with the PC off? Does it happen with the speaker's disconnected from the PC?
