Generally what has been bought would be in use. Plus you never know whats been through used equipment. The previous owner could have had aluminum blocks (common in koolance crap) and the rad would be full of oxidized bits and particles that will continue to corrode and eat away at anything you put inline with it. Who knows what fluids they may have used, even the dreaded tap water which will leave worse than the aluminum corrosion.
You don't verywell go around using other people's drinking straws do you?
I do have a spare 1x120 BIX from DangerDen, but it would cost you the same as a new one since I certify it was only run with 'Blood Red' FluidXP.

Used stuff isn't a problem as long as you know who you are getting it from and that they know what they are doing. I've sold tons of reviewed water cooling gear over the years and have never had a single complaint. I normally sell reviewed components at a pretty fair savings to "MOST" people, but most of my left overs from my reviewing day are now gone.
