I have always wondered why certain contests would "exclude" this state or that state.
Newegg is a big excluder of NY and FL but I just saw a contest (albeit a small one) that DID NOT exclude these states. So I did some digging around and came upon this link

It is not exactly law but it talks a lot about how to conduct a contest and not have it be considered gambling.
Anyways, it turns out that NY and FL are the two biggest money grubbers when it comes to contests. They expect their kick-backs in the form of "contest-registration" (about half-way down the article.
Well there is your answer. These companies exclude certain state because they expect a certain registration (which is certain to carry a FEE) in order to conduct your contest.
Leave it up to the government to ruin a good thing here. Nice job NY and FL.

Quebec has the same rules and because of this we are excluded from many contests. The Lottery Commission explains that these rules are in force to protect us, but I don't believe that line of BS one little bit.

Its all about the money sadly.
Here in Quebec we don't have liquor stores either.
Its all regulated by the "Societe Des Achool du Quebec" which means only the gouvernement can make money out of achool.

If only they did make money... But the employees are government employees so they get a nice salary (even just to place bottles on racks) and the top managers get bonuses and such... So it's not like we're all richer because of it.
What a screwed-up system.

Really?! Wow, that is really surprising! So where do you purchase your alcohol if you wanted a case of beer, for example?

Beer is different.
I should have said it.
You can buy Beer and a few kind of cheap wines in stores.
But if you want a good quality achool you can only buy it over at SAQ.
Some grocery stores have little SAQs in them where you can have some good achools.
The main thing is that if you want to sell achool (i'm not talking bars though) you need to be selling food and a lot of other stuff.
Liquor stores are prohibited here.

I see, if we don't make money on it then you can't benefit either. God forbid you get something for free in life.
