I just got back my 7950GT AGP and i put it in my pc and at the windows loading screen it just freezes, i tried hooking up another PSU and it didn't work, my 5700 and x1600 work but this card just won't work
also the card i sent had an led on it but this card does not have the green LED on the side its just flat metal, is this normal.

Yes that is normal for the metal to have no LED's. For the fact that they have like a couple different model's of the 7950GT. You should be consernded if it is version 1.1 instead of 1.0.
Before sending it in:
Have you tried going into safe mode to see if it works? that happened to me before with one of my old video cards
Have you tried it on another computer?

the pc will boot in safe mode with the card installed so i think the drivers are the problem, can you install new drivers in safe mode

Yes, you canm in this part it would help if you have a jump drive and another computer to download the drivers, make sure you get rid of any traces of the old video card drivers, by using Driver Cleaner Pro. You can find the free the version on Gur3d, or by typing "Driver cleaner" on google.
1. Download the latest Nvidia drivers
2. Download Driver Cleaner (http://downloads.guru3d.com/downloadget.php?id=745&file=7&evp=944289588d7e3bd7968f23a5e41348fd) (Its Freeware)
3. Uninstall any pre-existing or old drivers
4. Restart PC in safe mode and run driver cleaner - clean the nvidia drivers
5. Restart agian normally
6. Reinstall the latest Nvidia drivers - and retstart the computer agian

Try these drivers too, they are the only ones I have found so far that work 100%. It is very important to get rid of all old drivers before installing the card.

Sounds like you have driver problem, usually when you change your video card or some, you see BSOD on windows loading screen.
Try on another computer or try to re-install your OS see if that works.
