I was wondering if the 7950's fan sucks air in or blows it out because i can't really tell

It sucks air in, then blows it over the ram, then out the card on the right side.

I put a slot cooler next to the fan on the card to ram air in it and now the card Idles on 43 with a load temp after 20 minutes of playing need for speed on max settings of 68, is that about normal
in ati tool with the 3d view on, the temp only increases to 67 though
but i don't think its right, the last card i had was nearly 90C on load

Make sure you put the cooler one slot away so you don't stress the Card fan to much.
NFS doesn't stress this card at all. Unless you are talking about Carbon. Those temps seem good though, about what mine runs at.

Yeah if you want to stress the card to see its high temps play GRAW or Supreme Commander. NFS does not stress enough to really get a good bead on temps.
