Need a bit of help on Intel CPU

Ok I am thinking of doing a new Intel build. I have never built a new Intel system. I have purchased a low end CPU and MOBO to get my feet wet. however very soon (if i go though with it) I am going to build a Water cooled rig based around a Wolfdale 8400 or 8500. I can not afford the quad cores. What i would like to know is are their limitations on what i can get though over clocking based on any part of the CPU being "locked".

You could be limited in a few different way like how far the FSB can be pushed on your motherboard, and whether or not the CPU you get is from a good batch; not having good overclocking memory can also be a factor but you can negate this issue with a ram divider.
