my friends card is artifacting and temperture is reading 85 C. He was wondering i t would take to RMA and what he would recieve back

He needs more case fans, if he gets the temp down most likely it will work right.

Ya, I've been telling him to get more case fans but he keeps saying it will be fine without them and he bought his silent video card to be quiet.

Well the fanless version of this card needs to have good case airflow. If there is no airflow, it won't cool and the card will act up.

I've used a similar heatsink to that of the 7950GT and it does require good overall airflow, so even just adding one more fan at 5-7v (wouldn't add much noise, if using something like Nexus or Scythe) should help bring the temps down a bit.
