I am having a similar issue and am awaiting a response from XFX support (ticket number 143229).
The only way I am able to get SOMETHING is by removing the BIOS battery, re-setting the BIOS and firing it back up. When I do this, I get a message saying:
Award Bootlock BIOS v1.0
Copyright (blah, blah)
BIOS ROM checksum error
Detecting floppy drive A media... Drive A error.
System halt
After I get this, I restart and get no response. I don't have a Drive A and have disabled it in the BIOS, but can't get in to disable after I reset the BIOS. It's driving me crazy because I was able to install the OS and additional software. During an install of one program, it said the file was corrupt. I attempted to install another program and blue screen with power down. When I restarted from that, all hell broke loose.

have you tried with 1 stick of ram?
If it's an overclocking or BIOS setting problem then resetting the CMOS will put you in the clear. If your BIOS is jacked up then you'll need a new board. Draconian, I know, but it does happen.

That was the first problem I had with my first 680i Mobo. I exchanged it, and changed nothing else. The new board booted fine. This seems to happen a lot. I now have two nearly identical systems built on 680i's, both run quite well. I've only had issues on one of them when the X-fi XTreme Gamer sound card is installed.
