ok so I did a course tuning with ntune, and it changed my PCI-E bus from 3125 mhz to 4325 mhz. is there any advantage to this and is that a safe setting? that seems kinda drastic to me.

In my experience upping the PCI-E bus has little effect on real life performance, I leave the PCI-E bus where it is and OC the video card itself. To high a PCI-E bus can cause major stability problems.

Don't mess with it, messing with PCI-e can blow the southbridge, and make harddrives corrupt and much more. Stick to just overclocking the GPU/VRAM.
