What voltage do you have the memory set at when you want to run it at DDR2-1066? Set it to atleast 2.1V with the timings set to 5-5-5-15.
Geil's specs say the following:
Working Voltage: 1066MHz CL5 - 2.1~2.3V (http://www.geil.com.tw/products/showSpec/id/129)

When in your Advanced Chipset Features in the BIOS, then FSB & Memory Config do you see the SLI - Ready memory detected?

If I am not mistaken doesn't any kind of memory need to have the SLI feature programmed into the SPD specs to be able to use the SLI memory feature?

Werty is correct: the 'SLI feature' must be programmed into the memory SPD.
According to the Geil specs this is not EPP memory. Therefore the SLI memory detection in the BIOS will be 'not-detected'.
The NVidia website has a list of 'SLI approved' EPP memory.
If you have 4 sticks, set the command rate to 2T.
