Is Vista SP1 RTM the final verion of the service pack? I believe I have wave0 I heard that there was a wave1 as well......?

RTM = Release to manufacturers = final build.
You can check you have the RTM by the build number of the installer (which should be build 6001.18000)
The installer itself will be an older build, but if you extract the files from the installer, they will state 6001.18000 (the installer exe is basically just a self extracting archive, open it with winzip or winrar)
So...Yes, is the answer to your question. RTM's are always the final build unless there is some major problem found, and they update it again.
I have SP1 RTM installed and its fine, so I believe that its final.
is there a difference between wave0 and wave1?

This is what I got from doing a quick search:
Wave0 is a 5-Language Standalone Package and Wave0 is an All-Language Standalone Package which contains 36 languages.
