mi pc = xfx780i sli, E8500, zotac8800GT 512mb, 2GBsli dual mem, winvista64basic. cannot find system monitoring or tweaking as was displayed in the manual

The drivers change so quickly it is impossible to keep manuals constantly updated with every new driver revision. With each driver revision there are release notes and a user's guide available. For motherboards you can use nForce System Tools from NVIDIA to monitor and change settings. It is available from http://www.nvidia.com/object/nvidia_system_tools_6.01.html.
A personal favorite for monitoring is PC Wizard from cpuid.com.
