Dad got Visio and Enterprise through the "Home Use Program" that Microsoft has and my question is this.
On the back it says,
"You may use one copy of this software on one device within your home."
Does this mean I can only put it on one of the OSs on my dual boot? I already removed it from my old PC but want to know if I can put it on both OSs on this one.

That's an excellent question. I will have our Security guy at work look into that and hopefully get back to you. However, I think you may be SOL on this one. With some versions of old office programs it said that you could install it on one computer and one portable device like a laptop. That language seems to be missing from the Office 2007 EULA. Depending on how M$ detects the installation you might be ok. Technically its the exact same hardware (as long as its no the same hard drive) so it might work fine. There might be a hidden code generated when you activate the product that is unique to that instance and when you go to activate it the second time it will tell you that its already activated and you will have to call in and tell them you had a hardware failure. You will get new activation codes and the first install of office will no longer be valid. I might still function though. It will just not be eledgable for updates though the M$ website.
The home use program that i use is though the military and its cheap enough that i just bought one copy for every OS I have to be safe.
Personally I think you are SOL on this one and if you can just get a second copy of the software as long as its cheep. M$ is getting worse with how they allow you to use the software and the Home use Program is kinda tight. for example if your dad ever leaves that company he has to uninstall the software.

The retail versions of Office 2007 allow you to install on two different systems, as Sonic said it assumes a desktop + a laptop. Since your version specifically says otherwise, it sounds like an OEM or restricted version. It shouldn't hurt to try, but if you already had it installed on a different system then uninstalling it won't free up your key. You can always give it a shot, worst case it'll refuse to activate I believe.

You should be able to de-activate it like you do Adobe products, but yet again when was the last time Microsoft did andthing smart, logical or simple?
