b1 is where it should end on this board. Think of it like the Intel board's FF. You should be fine to install your OS and install drivers.
I have an 8200 mobo, it will boot from an sata dvd drive to install xp,
but it won't boot from an ide dvd or ide hard drive to install. I took both out.
The current hard drive is a 500G sata from maxtor.
I read in one form the sata drivers emulate ide pata in the bios.
does that lock out the ide from booting if you are using sata?
Am I stuck with not being able to use the PATA ide dvd I bought?

You should be able to use both at the same time. Do you have another cable that you can test with? Are you sure that they are jumpered correctly? Both should be cable select or one should be master and the other slave. Have you tried the IDE devices by themselves?

tried new bios 1.2 (after enabling the bios write in the security settings the flash worked)that fixed the check sum error (although the dos flash program said line 19 was corrupted when it tried to load the ide drivers) , swapping out with 2 different ide dvd drives and one ide hard drive, no luck. the bios recognized that the ide drives were connected but would not boot from ide, would only boot from sata. Kept saying the IDE had corrupted files. Tried change ide cables at moderator suggestion & that did not work, same problem.
Tried installing xp from sata with no luck, error with a stop on pci.sys message.
Tried installing vista in preinstall environment from sata dvd and it worked!
From inside the vista install, the ide showed up as a drive when i hooked it back up,
but kept saying corrupted file no matter what disc i put in.
I believe this board has a bad IDE PATA card, I am going to rma it unless you have another suggestion. I appreciate your looking into it.

The 0x7E BSOD in PCI.SYS when loading XP is because you have an older disc. You have to have XP SP2 or later. I don't know what was updated in that driver but anything prior to SP2 will blue screen during install. You can slipstream SP2 in to an installation and reburn the disc using nLite. There are instructions at http://www.makt3k.com/Support/Guides/Slipstream_Windows_XP.html
This board doesn't give many options for IDE so if a single IDE device set to master doesn't work properly than try it on another system to see if it is functional there. If it works in another system than I would RMA the board if you need IDE functionality. If you make a ticket at http://www.xfxforce.com/en-us/Help/Support.aspx and PM me the ticket number I can get an RMA issued for you.
