The video said he dropped his pen and got 'distracted' trying to pick it up. Most likely playing with his laptop (police issued of course) or his phone.

They say he might get disciplinary action, but I bet they will just laugh at the station. If it was anybody else nobody would be laugh.

What bothers me is that he crossed the road and took out the stop sign on the far side of the intersection. And no one seems to think there is a serious problem here.
