All AMD Retail processors should come with a heatsink/fan cooling device. There will be a thermal pad on the bottom of these stock heatsink/fans. So, they do come with a thermal interface material, but it is generally not considered AS good as arctic silver or something along those lines.

You should be fine with the thermal paste already on the HSF.

My internet went down right as I replied last night...

If you are going to use the stock cooler, then the thermal pad/compound on it is acceptable to use. However if you ever remove the heatsink for whatever reason after you install it, you will then need to remove the used thermal compound/pad and apply your own before you can use it again.

Yes, you will be fine. The compound that comes with the heatsink is "alright" but it is nothing special. Use something like Arctic Silver or the like if you plan on overclocking very much. Good luck with your new system.

Well I found their compound it comes with is actually very good. Or at least what mine came with has done an excellent job. Haven't gone above 37c under load and OCed to 2.5
