from what I could find the lowest base jump is 110 feet so I guess 100 feet or so

Ok so you stay above 150+ ft and your all good. Can I buy one yet?

first the sumo suit. two words. wind resistance!
as for insurance that will depend on several factors like how dependable the thing is, what safety features they wind up putting on it, and most importantly, how big a risk is it for the insurance company.
