Whiterun, one of the guards says it. When you are going back to the gate from Dragonsreach you head down the steps and take a right. I usually hear him say it when I'm getting close to the stairs near the gate.

It's plastic lol. I have a good dragon statue but it isn't associated with Skyrim.
