That is a "Celatid" from the game X-Com: UFO Defense.

That looks really familiar to me. I can't remember the name of it though.Those side scrollers all kind of blur into Double Dragon.

That's Altered Beast from the Sega Genesis. I remember that it came bundled with the Genesis.

It really showed off the Genesis' graphics prowness. Good arcade translation too.
